Julie Snyder complained to the Quebec City police against an individual who was following her, and who asked questions about her, but when confronted identified himself as a private detective...
If a detective has a valid license and a client, it is legal to monitor someone and all good law firms use this tool in their research work everyday. This tool is obviously expensive and you have to get a worthy cause and, above all, a customer with the appropriate budget!
The trick (for the detective) is obviously not to get caught, otherwise the goal is completely out when the target discovers the detective...
The question: Who did follow Julie Snyder?

This mishap in Julie's life remember me my years at Quebecor (1998) when I had been myself the target of private detectives for several months.
